James X. Dempsey
Vice President for Public Policy, Center for Democracy & Technology

James X. Dempsey is Vice President for Public Policy at the Center for Democracy & Technology, a non-profit public interest organization, supported by corporations and foundations, working to keep the Internet open, innovative and free. Dempsey concentrates on Internet privacy and national security issues. He has testified before Congress numerous times. He is a member of the steering committee of the Markle Foundation Task Force on National Security in the Information Age and was a member of the Transportation Security Administration’s Secure Flight Working Group. He has been at CDT since 1997, serving as Executive Director from 2003 to 2005. Prior to joining CDT, Dempsey was Deputy Director of the non-profit Center for National Security Studies and special counsel to the non-governmental National Security Archive. He spent 10 years on Capitol Hill as an assistant counsel to the House Judiciary Committee. He is co-author (with David Cole) of “Terrorism and the Constitution: Sacrificing Civil Liberties in the Name of National Security” (2006). Dempsey heads CDT’s West Coast office, in San Francisco, and coordinates the Digital Privacy and Security Working Group, a forum of over 50 computer and communications companies, trade associations and public interest organizations.
