Charles Gephart
Director of IT Field Security Operations, Department of Veterans Affairs

Mr. Charles Gephart has served as the Director of IT Field Security Operations at the Department of Veterans Affairs (VA) since July 2006. He reports directly to the Deputy Assistant Secretary for Information Protection and Risk Management (IPRM) in the Office of Information and Technology (OI&T). He is responsible for overseeing all of the field Information Security Officers (ISOs) and Technical Security Officers (TSOs), as well as the Critical Infrastructure Protection Service which includes the Network and Security Operations Center (NSOC), and the Enterprise Security Solutions Service.

Mr. Gephart previously served as the Acting Director of IT for Region 2, where he oversaw the expansion, upgrade, standardization, and integration of all network systems. In that role, he also worked to meet the information needs of the Regional Veterans Integrated Service Networks (VISNs) and their facilities, and helped to ensure that the facilities conducted information sharing within the Region and with the IT Field Operations. As a result, he played an integral role in the VA IT reorganization process.

Before joining the staff of the VA Central Office in Washington, DC, Mr. Gephart held several high-level roles at the South Central VA Health Care Network, including serving as the Network Chief Information Officer (CIO), Associate Network CIO, and Network Information Security Officer (ISO). In these capacities he developed, implemented, and managed the information and communication systems and technologies associated with the data related to the information needs of the Network; developed policies and procedures governing the overall management of the IT program; and participated in the design, development, and implementation of a comprehensive IT security plan for the Network. He has also served as the facility CIO for Fayetteville AR VAMC, the Wichita KS VAMC, and Assistant Chief, IRMS at the Little Rock AR VAMC.

Throughout his career Mr. Gephart has received several prominent awards including, Vice President Gore’s Hammer Award, the Secretary’s Hero Award in 2005, and the Fed 100 award in 2006. He is a Microsoft Certified Professional and has completed all levels of the Paragon Training in MUMPS programming. He received a Bachelor of Science in Medical Technology from Wichita State University, where he graduated cum laude.
